Some people just take Tattoos too far, this has to be one of the nerdiest I’ve ever seen. Of course when HTML finally goes out of fashion (god forbid) this guy will look back & perhaps look up tattoo removal

means the end if the heading of the website, so script writers write /head for short.
this is saying that that is the end of the head.
this means start the body of the website
